Privacy Policy

This Privacy Policy explains how Vagrant Limited (“we”, “us”, “our”), operating the Mong Kok billboard booking service, collects and uses personal data in connection with this website and related systems. We are based in Hong Kong and handle personal data in line with the Personal Data (Privacy) Ordinance (Cap. 486) (“PDPO”).

This service is intended for adult use only. Do not submit media that depicts minors. Rules about pictured people and acceptable content are set out in our Content Policy.

What we collect

We only keep data that this product needs to run. In practice that includes:

  • Mobile number — Hong Kong (+852) or mainland China (+86) numbers used to sign in with a one-time SMS code. Your number is your account identity.
  • Uploaded media and booking details — videos or images you upload, labels, schedule or daily-campaign settings, framing, and related review or playback status.
  • Payment records — amounts, fees, refund outcomes, and Stripe payment references tied to your booking. Card and wallet details are handled by Stripe; we do not store full card numbers.
  • Operational records — login sessions, security rate limits (including temporary IP and browser identifiers used to prevent abuse), SMS/WhatsApp notification logs, play counts and play times for your ads, and limited internal action logs for running and debugging the service.
  • Language preference — a small cookie (and related URL setting) so the site can remember English, Simplified Chinese, or Hong Kong Traditional Chinese.

We do not ask for your name, email address, or home address to use the service.

How we use your data

  • Create and maintain your account and keep you signed in
  • Take payment, apply review fees, and process refunds where applicable
  • Let our team review media before it airs, schedule plays, and operate the billboard
  • Send SMS (and, when enabled, WhatsApp) updates about your booking
  • Show you booking status and play statistics in the portal
  • Protect the service against abuse and keep basic operational records
  • Comply with applicable law and respond to lawful requests from competent authorities

Public display

Approved creatives are shown on a public street-facing LED billboard in Mong Kok. While your ad is live (and in any recordings or photos third parties may take of the street), the creative itself is visible to the public. That is the nature of the product.

Who can see your data

  • Our team — staff who operate the service can see bookings and media for review, scheduling, support, and compliance.
  • Technology providers that host or process data for us, including payment (Stripe), phone verification and messaging (Twilio), media storage and delivery (Cloudflare R2), application hosting (Vercel), and our Redis database used for sessions and booking state. These providers only process data to provide their services to us.
  • Professional advisers — for example accountants (who may see Stripe payment records) or lawyers, when needed for our business or legal affairs.
  • Authorities — we may disclose information when we believe it is necessary or appropriate to comply with the law or to respond to requests from competent authorities.

We do not sell your personal data to advertisers or data brokers. We do not use Google Analytics, Meta Pixel, or similar advertising or analytics tracking SDKs. Play counts and similar figures are our own internal records for operating the billboard product.

We generally do not proactively contact the authorities about your booking or media — including where an ad is simply rejected under our review process. However, if you actively try to push a harmful agenda through the service, harass or threaten us or others, attempt to abuse the platform, or otherwise try to get us into legal or regulatory trouble, we may seek help from competent authorities and share relevant information as we consider appropriate.

Where data is stored

Our office is in Hong Kong. Some providers process or store data outside Hong Kong (for example payment, messaging, hosting, and cloud object storage). Uploaded media is stored in Cloudflare R2. By using the service you understand that your data may be transferred to and processed in places outside Hong Kong where those providers operate.

How long we keep data

We keep uploaded media and related booking records for at least one (1) year after the ad has stopped airing, and we apply the same approach to the personal data tied to that booking (including phone-linked booking history we need for the service). After that period we may delete or de-identify the data in the ordinary course of operations. Shorter technical lifetimes may apply to temporary items such as login sessions, one-time verification rate limits, or pending checkout drafts.

If an authority asks for records older than our retention period, we may no longer hold them.

Cookies and similar technologies

We use essential cookies and similar storage to run the service — for example to keep you signed in, limit verification abuse, remember language, and (on the billboard player device) cache media for playback. We do not use third-party advertising cookies.

Your rights

Under the PDPO you may request access to, or correction of, personal data we hold about you, subject to the Ordinance and any applicable exemptions. To make a request, message us on WhatsApp at +852 5322 6230. We may need to verify that the request comes from the relevant account holder.

Language

This Privacy Policy may be provided in English, Simplified Chinese, and Hong Kong Traditional Chinese. If there is any conflict, inconsistency, or ambiguity between language versions — or if this Policy is relied on in any legal proceeding — the English version prevails.

Changes

We may update this Privacy Policy from time to time. The “Last updated” date at the top will change when we do. Continued use of the service after an update means you accept the revised policy.
